ADR consultant

According to the Certificate of Professional Competences relating to a consultant for hazardous materials transportation issued by the Ministry of Transportation and Communications, the consultant is allowed to provide ADR advising services for companies that deal with transportation of hazardous materials on the roads as well as the companies that deal with loading and unloading activities related to such kind of transportation. This includes following classes of hazardous materials classification: 1, 2, 3, 4.1, 4.2, 4.3, 5.1, 5.2, 6.1, 6.2, 8 and 9.

ADR Consultant's Services

• recommends lawful precautions to a carrier, those precautions relating to activities that have connection with hazardous material transportation;
• makes elaborations of analyses and reports relating to serious accidents, unusual events or serious violation of regulations that are found out during transportation, loading or unloading of hazardous materials;
• makes elaboration of an annual report of carrier´s company activities that relate to hazardous material transportation and gives such report to the hands of local (public) authorities.

ADR consultant also provides consultations in the following matters

• keeping observance of requirements that relate to classification of hazardous materials to be transported;
• managing the means of transport considering all the special requirements in relation with hazardous materials transportation;
• regular checking of the devices used by transportation, loading or unloading the hazardous materials;
• company´s staff training and also keeping reports of such training;
• application of appropriate emergency procedures in such cases when any accident or unusual event caused safety problems in transportation, loading and unloading of hazardous materials;
• application of appropriate precautions to eliminate repeating the accidents, unusual events or serious violation of the regulations;
• application of control procedures to assure observing all the requirements relating to loading and unloading activities.

ADR Consultant's Obligations

• supervision over proper observing the regulations relating to hazardous materials transportation;
• providing consultation to the company during the operations relating to hazardous materials transportation;
• making elaboration of the annual report to the hands of company´s management as well as local or public authorities, the report relating to company activities dealing with hazardous material transportation. Such annual reports must be kept for the period of 5 years and must be available for the national authorities upon their requests.

The consultant is also obliged to supervise the following activities and procedures relating to concerned activities done by the company:

• procedures relating to observance of rules concerning classification the hazardous materials for transportation;
• company´s procedures during rentals of the transport vehicles in view of respecting all the special requirements relating to hazardous material transportation;
• procedures dealing with checking the devices used for transportation, loading and unloading of hazardous materials;
• own training the company´s staff and keeping reports about such training;
• application of appropriate emergency procedures in case that any accident or unusual event had bad impact on safety of transportation, loading or unloading the hazardous materials;
• analyses and – if necessary – elaboration of reports of serious accidents, unusual events or serious violation of regulations found out during transportation, loading or unloading the hazardous materials;
• application of appropriate precautions to eliminate repeating such accidents, unusual events or serious violation of the regulations;
• observing the legal regulations and special requirements connected with hazardous material transportation in relation with selection and use of sub-operators or other third subjects;
• checking that employees participating in transportation, loading or unloading of hazardous materials have their detailed work procedure instructions present with them;
• keeping all the participants more and more informed about possible dangerous situations relating to transportation, loading and unloading of hazardous materials;
• making check procedures to assure that all necessary documents and safety equipment are present in the vehicles during transportation. Those documents and safety equipment must correspond with rules and requirements;
• application of checking procedures to make sure that all rules and requirements relating to loading and unloading are properly observed.
